The Role –

Working in the Building Safety & Investment team, this post is responsible for collecting accurate stock condition and energy performance data on all properties and associated assets held within the Council’s Housing Revenue Account.

The post holder is required to undertake surveys and reports, relating to the condition of the housing stock, that will help inform strategic investment decisions and ensure that any urgent works picked up under the Housing Health and Safety Rating System (HHSRS) are actioned appropriately.

Undertake training to achieve either RICS or CIOB professional qualification (subject to satisfactory completion of the probationary period)

About You –

Main Responsibilities

  • To undertake a recognised part time course of study that will lead to admission of a recognised professional institution relative to the type of work carried out by the team.
  • To carry out a rolling programme of stock condition surveys by assessing the condition and life expectancy of the property attributes based on a conditional maintenance approach and correcting/advising as necessary, ensuring that photos are taken of relevant attributes and stored appropriately on the asset system.
  • To carry out Energy Performance Certificates (EPC’s) to ensure that the team hold the most up to date energy performance data and understand what measures are likely to have a positive impact and be able to advise where necessary the Energy & Sustainability team following a site survey.
  • To carry out Housing Health and Safety Rating System (HHSRS) inspections and to ensure any risks or issues that are identified are recorded and reported to the Repairs Team.
  • Undertake inspections of properties that have been included in investment and replacement programmes based on renewal dates to determine whether works are due or whether they can be reprogrammed.
  • Oversee and manage remedial works following the completion of surveys to ensure that any outstanding risks are removed.
  • To ensure that all information within the asset systems is accurate and to update the stock condition database accordingly, photographically evidence changes and taking account of all the surveys, certificates, notices, claims, repairs, maintenance and improvement works undertaken by the Council, external consultants, contractors and partner organisations as well as Right to Buy sales and demolitions.
  • To evaluate the energy efficiency rating of every Council dwelling. To input appropriate data into the Council’s energy performance database relating to Energy Performance Certificates
  • Evaluate completed works in terms to approve application for payment to Contractor while ensuring compliance with contract conditions. Prepare and issue interim payment certificates to contractors, consultants and suppliers in connection with programmed works.

Essential qualifications / experience

Excellent written, verbal and interpersonal communication skills required for dealing with a range of personnel including colleagues, customers, members and contractors.  

IT literate including Word, Excel, internet and databases. Proven ability to adapt, learn and develop new IT packages and systems quickly. 

Demonstrable customer service skills within a customer facing environment. Proven history of continually putting the customer first, ensuring quality service provision and satisfaction. 

Excellent team player, with enthusiasm for change and development. 

A-Levels or NVQ Level 3 would allow entry into the qualification.
