The Role –

Reporting to the Building Safety & Investment Manager, you will assist in ensuring the Council adheres to the requirements of the Building Safety Act 2022 and compliance with the current legislation relating to asbestos and the management of health, safety and welfare, when carrying out building and construction work.

You will be responsible for ensuring the provision of specialist CDM and asbestos advice, guidance and instruction at operational level, to help ensure best practice, statutory compliance and control of risk within the department.

Manage, and develop the compliance reporting mechanisms for Housing Assets and ensure accurate record keeping for all construction, maintenance and servicing projects, whilst working with client representatives, principal designers, principal contractors and project managers.

About You -

Assist the Building Safety & Investment Manager in implementing the requirements of the Building Safety Act 2022, including developing the digital record (golden thread) and safety cases.

Manage the framework for the control and record keeping of all relevant projects under the requirements of the Construction and Design Management Regulations (CDM) 2015.

Attend project pre-start and progress meetings across Asset Management for CDM and asbestos related requirements.

Manage contractor health & safety documentation to ensure it is in date and provide documentation for the Principal Designer to review to ensure it is suitable and sufficient.

Oversee the Asbestos Management plan and advice on procedures required to ensure the department operates within the Control of Asbestos Regulations 2012.

Assist in internal monitoring and auditing of all Health, Safety and Compliance obligations within the Housing Asset Team, providing associated compliance reports.

Assist the Building Safety & Investments Manager and the Head of Housing Assets in the design and implementation of a comprehensive range of effective performance management measures relative to compliancy and ensure these are produced to the agreed standard, and at the agreed intervals, to promote continuous improvements in the development of the service.

Assist the Building Safety & Investments Manager in developing and embedding compliancy related polices and ensure staff are kept up to date in changes.

Ensure that staff is kept informed of changes in statutory requirements and building contract legislation.

Manage and monitor both contractors and consultant and where standards are not being met implement systems to resolve matters.

Keep up to date with best practice and changes in legislation to enhance service development and encourage appropriate innovation to improve services to tenants.

Ensure Housing Assets has good record keeping and systems in place to monitor contractors have safe systems of work in operation during all projects, and they report on all H&S incidents and near misses to the Client.
